Learning Journey
Capacity-Building on ESC Best Practices:
Training available in Arabic, English, French, and Spanish. Development of e-learning modules tailored to IFAD’s SECAP standards and delivery of four-phase training, including online learning, webinars, case studies, in-person training:
- Phase 1: Online training, live webinar and self-guided online modules; 2 weeks
- Phase 2: Tutor-led online learning, featuring tests, case studies, and webinars, with validation tests for certification; 6 weeks
- Phase 3: Face-to-face training in Turin, in-depth workshops, practical case studies and community building among selected participants; 5 days
- Phase 4: Training of Trainers, aiming to develop participants into ESC trainers through microteaching sessions; 3 days
Characteristics of the Programme
Based on a competency framework
The four phases are built on a series of competencies that are broken down and categorized into knowledge, skills, and attitudes. Participants are expected to complete activities to validate the acquisition of each component (Knowledge, Skills and Attitude).
Programme Implementation
Taking flexibility into consideration, the first two phases are offered online, granting participants their own time to learn about SECAP Knowledge, Skills and Attitude.
Most parts of the course are asynchronous, accommodating the participants to explore in their own pace. Weekly webinars in Phases One and Two are the only synchronous learning activities that offer a place for collisions of ideas. The online portion of SUSTAIN 2 takes place entirely on the ITCILO e-Campus.
The last two phases are offered in a face-to-face modality.
ITCILO’s proposed methodology for capacity building is based an intelligent mix of learning modalities. The ITCILO’s learning approach combines various modalities, including competency frameworks, learning objectives, weekly online modules, and a mix of synchronous and asynchronous activities, face-to-face workshops etc.
Knowledge Management & Outreach
- Establishment of a SUSTAIN2 digital platform for training, networking, and knowledge-sharing.
- Creation of four (languages) massive open online courses (MOOCs) reaching 1,000+ beneficiaries.
- Global and regional learning events and development of communities of practice for ESC specialists.
Expected Outcomes
- Strengthened ESC compliance and risk management across IFAD projects.
- Improved ESC skills among 445+ direct participants, including PMUs, ministry officials, contractors, and consultants.
- 1,000+ indirect beneficiaries engaged through online training and global knowledge-sharing (MOOC)
- Established communities of practice, enhancing regional cooperation in sustainable development.
- Dedicated website developed in collaboration with IFAD
- Bimonthly thematic webinars (1000 pax)
- Micro learning sessions, in collaboration with Innovation Fund of ITCILO.
Languages
Based on the target groups, the training programme is delivered four official languages of IFAD: English, French, Spanish and Arabic.
Why a training programme for ESC?
The updated SECAP 2021, provides IFAD with an opportunity to build a comprehensive capacity-building programme designed to improve ESC service delivery and ensure better development outcomes of its existing and future agriculture sector programmes and projects. SUSTAIN2 provides an excellent opportunity for IFAD to capitalize on the expertise and resources available through its strategic partnership with ITCILO based on trust and communication.
The core objective of this programme is to continue to support the improvement of borrowers’ capacity.
Participants who have completed the Phase 1 are entitled to the Certificate of Participation, and who have completed the Phase 2 are entitled to Certificate of Achievement The participants who have received the Certificate of Achievement are eligible to participate in the Phase 3.

SUSTAIN2 provides an applauding venue for all IFAD’s borrowers, recipients and partners and those who care for Sustainable Development Goals to connect with each other at the Community of Practice. it enables you to:
