To identify the knowledge, skills and attitudes (competencies) required to implement the Environmental Social and Climate safeguards in SUSTAIN2 and the current capacity gap, the ITCILO conducted an in-depth Training Needs Analysis (TNA).

The Training Needs Analysis was conducted through key informant interviews, group discussions, questionnaires, and a comprehensive desk review. The TNA contributed to the identification of the needs, challenges, gaps and training needs, different profiles and segments of participants and their characteristics as well as the development of sustained training and learning programme. The ITCILO developed a solid understanding of the findings, which served as the foundation for designing tailor-made training modules. The Training Needs Analysis was instrumental in the successful development and delivery of SUSTAIN2.

Based on the results, adoption of an agile methodology for training development and maintenance, adoption of a learner-centred modular approach and delivery of important elements of the weekly modules were highly recommended strategies. The SUSTAIN 2 hoped to achieve better outcomes based on the TNA.
